2009 /10 Budget 2009-2013 Council Plan approved with a pleasant surprise !
The formal adoption of finances to next years operations was approved at Frankston Council Special meeting tonight. 6 new Councillors unanimously tasted their first budget. Submissions were heard and upon deliberations and proposed amendments, councillors cemented the 2004 resolution to introduce a Sustainability Framework.
Council officers progressed this through the 2025 Vision to provide the basis for expression of the communities vision for the future. The 2008 - 2012 Council Plan oriented the Vision into a very much more definative document. The determination of State of the City Indicators approved in October 2008 further progressed the Framework.
The Local Government Act requires that a newly elected Council review the Council Plan within 6 months of office. This governance directed Council (Ward meetings, "OPEN" Open Meetings), took Frankston to formal recognition of sustainability into Council documentation.
This now opens up the possibility of inclusion into the Frankston Local Planning Scheme amd Mnicipal Strategic Statement, very useful at VCAT.
A draft Sustainability Framework was produced in March 2005 and has now been re-invigorated, and is to be released for community input.
